Dr. Andrew M. Clark is Founder and President of HARRIS Corporation (NYSE: HRS) subsidiary Maritime Communication Services (MCS). Headquartered in Melbourne, Florida. HARRIS Corporation is both a major government contractor and a commercial innovator of high tech communication systems. MCS operates a global communications network linking vessels at sea, manned and unmanned data platforms and ocean observing systems. In addition to sea-based systems, MCS also deploys and operates systems providing connectivity to some of the most remote and hostile areas of the world including the polar regions, undeveloped countries and areas that have been ravaged by both manmade and natural disasters including war, famine, hurricane, earthquake, tsunami and coastal inundation. In 2004, Dr. Clark was temporarily recruited by the National Oceanic and Atmospheric Administration (NOAA) under the Intergovernmental Personnel Act (IPA) to represent US Industry in the mult-iagency initiative to establish an Integrated Ocean Observing System (IOOS). In 2003, Dr. Clark was appointed by the US Secretary of the Navy to serve on the nation’s Ocean Research and Resources Advisory Panel (ORRAP) authorized under the Federal Advisory Committee Act (FACA) to advise the Administration on matters concerning ocean research, resources and policy. He has since been reappointed to four consecutive terms on ORRAP where he continues to serve today. In 2003 Dr. Clark received the Lockheed-Martin Award for Ocean Science and Technology. In 1998 he was elected President of the Marine Technology Society (MTS) the international professional organization that represents marine scientists, engineers and policy makers. He served as MTS President until 2002 and remains an MTS Fellow and a Senior Member of IEEE. Dr. Clark began his maritime career in the early 1970’s working in the offshore oil industry. For more than 15 years he worked at Harbor Branch Oceanographic Institution in Ft Pierce, Florida where he was Director of Engineering R&D. He remains a Trustee on the Board of the Link Foundation established by inventor, industrialist, ocean explorer and Harbor Branch cofounder Edwin A. Link. Dr. Clark is also is a Trustee on the Board of Florida Institute of Technology (FIT) and is both on the faculty and the Advisory Council of Florida Atlantic University (FAU) where he received both his MSc in Ocean Engineering. Dr. Clark received his Ph.D. in Ocean Engineering from the University of Hawaii and is a licensed Professional Engineer (P.E.) in Florida. He has authored or coauthored over fifty technical publications and has received both US and International Patents for developing subsea systems. He has led or participated in numerous oceanographic cruises and worked on the production of several underwater documentary and natural history films for BBC, National Geographic, Oxford Scientific Films and Disney. His research has been sponsored by NOAA, Office of Naval Research, the Naval Research Laboratory, the Army Corps of Engineers and the National Science Foundation on subjects ranging from undersea vehicles to ocean observation technology. Dr. Clark was elected to the Board of Directors of the Florida Ocean Alliance (FOA) and also serves on the Advisory Board of the Florida Center of Excellence for Marine Biotechnology and Biomedical Research.
