Dr. Mitchell A. Roffer

Candidate for Private Sector Institutional Member Board of Directors seat.

Dr. Roffer is President of Roffer's Ocean Fishing Forecasting Service, Inc. (ROFFS™ - www.roffs.com) that provides oceanographic consulting services worldwide. He received his doctorate at the University of Miami Rosenstiel School of Marine and Atmospheric Science. While ROFFS™ is well known for providing fisheries oceanographic services, it has been providing other oceanographic services to the oil and gas industry, academic institutions and environmental organizations for twenty years. Roffer is also involved in fisheries oceanographic research.

ROFFS™ products are designed to provide real-time, value-added, detailed information on ocean currents to maximize the operational efficiency and to reduce risk. For more details see www.roffs.com. ROFFS™ integrates infrared, ocean color_chlorophyll, altimeter, HF radar, current meter, and meteorological data and produces detailed oceanographic analyses. ROFFS™ forms joint ventures with other companies, academic institutions and government agencies to leverage the talents and experiences of all partners to provide the most effective solution at the lowest possible cost. ROFFS™ has several clients who have equipment and interests in the southeast region including people in the recreational and commercial fishing industries.

Dr. Roffer has been part of the National Aeronautics and Space Administration's (NASA) Ocean Color Science Research Team and the NASA Ecological Modeling and Forecasting Research Team for the last three years. He is Principal Investigator of a NASA funded project, "Study Of Ocean Environmental Parameters To Forecast The Effects Of Climate Variability On Pelagic Fish Resources." The University of South Florida and South Carolina Department of Natural Resources are research partners. He was the "Independent Scientist" for the State of Florida Department of Environmental Protection project to review and provide input regarding the dispersal of phosphate enriched water into the Gulf of Mexico from the Piney Point phosphate processing plant, Port Manatee, Florida. In 2005, ROFFS™ provided their services for locating and tracking the coastal waters from Florida to Texas that moved offshore after hurricanes Katrina and Rita.

Dr. Roffer has been an active participant working towards the establishment of the Southeast Region Coastal Ocean Observing System (SECOORA), as well as, the Gulf of Mexico Coastal Ocean Observing System (GCOOS). He is a member of the Florida COOS. He believes that the most effective path to a successful met-ocean system is through the formation of mutually beneficial partnerships between the value-added industry, other non-government organizations, academic institutions, and government agencies. Roffer is an Adjunct Faculty at the Florida Institute of Oceanography, Department of Marine and Environmental Systems.
